v0.3.1 - Chaotic mods

Deleted gray tier of perks, and added a new tier - Chaotic.

Chaotic tier includes hazardous modifiers

The default chance for a chaos modifier is 0%,

 but it increases by 5% every level until you take one.

The intention is to slightly direct players towards riskier modifiers.

At least from time to time.
